For that price, the tuners should be pristine, and the bridge/pickup covers should be included... even then, it's a bit over-priced...

The tuners are made in USA by Fender and they're nickel-plated, so they will oxidize and tarnish with age. In comparison, the German-made Schaller tuners Fender started using in '76 were chrome-plated so they don't age as much. I'd be more concerned about the bent G tuner and the string alignment that looks like it's off-center.
